Google unveils Flow, a new AI video tool for filmmakers

At its I/O 2025 developer conference, Google unveiled Flow, a new AI-driven video creation tool aimed squarely at filmmakers, content creators, and creative professionals. Flow is the tech giant’s most ambitious foray into the AI-powered video space yet, combining several of its most advanced models to deliver an integrated and intuitive video generation platform.
A Trio of AI Models Powering Flow
Flow brings together three of Google's leading AI models:
- Veo, for high-quality video generation;
- Imagen, for detailed image synthesis;
- Gemini, Google’s flagship large language model, for text generation and prompting.
This combination gives users the ability to create compelling video content from simple ideas, scripts, or visual cues. Whether importing pre-designed characters and scenes or generating new ones entirely within the tool, Flow allows users to bring cinematic visions to life in minutes.
Built-In Creative Control
What sets Flow apart from prior efforts — including Google’s own VideoFX, which launched last year via Google Labs — is its comprehensive suite of creative controls. Users can manage camera angles, edit or extend scenes, and use an integrated scene builder to fine-tune storytelling. Asset management tools are also built in, streamlining the organization of media components for complex projects.
Introducing 'Flow TV'
To help foster inspiration and transparency within the creative community, Google is also rolling out Flow TV — a curated stream of user-generated clips. What makes Flow TV unique is that it showcases not only the finished videos, but also the exact prompts used to create them. This feature aims to demystify the creative process and encourage collaboration and learning among users.
Competition and Strategic Positioning
Flow enters a rapidly evolving landscape, where startups like Moonvalley, D-ID, Cheehoo, and Hedra have been experimenting with similar technologies to democratize AI-generated video. While Google's AI models already power some of these third-party tools, Flow marks a strategic pivot: the tech giant is now building its own full-stack solution, taking control of the application layer in AI filmmaking.
Availability and Access
Flow will initially roll out in the U.S., accessible via Google AI Pro and the Google AI Ultra subscription plans. Pro users will be able to generate up to 100 videos per month, while Ultra subscribers will receive a higher, yet unspecified limit, and exclusive access to Google’s latest video generation models.
As AI continues to redefine the boundaries of creative expression, Google's Flow may signal a new chapter — one where powerful filmmaking tools are not only more accessible but also more deeply integrated into everyday creative workflows.
